The purpose of the report is to document and assess the current state of the marine en-vironment, and to identify the major global concerns and priorities for action in both the short and the medium term. Longer-term issues associated with increases in levels of atmospheric CO2 and other greenhouse gases are being dealt with by a number of other international groups and are only briefly reviewed here.
