This should facilitate the training of citizens with competencies to achieve the educational objectives of a nation, and of the host communities that nurture universities (the student body) and companies (workers) and, consequently, help to raise the social capacities of the State. An integrated Spin-Off system model is proposed. The epistemic center is made up of the faculty members and students of a university, and two subsystems: University Research and Project Assignment. The system is aligned with the university’s pedagogical model and the creation of University Spin-Offs. Universities provide professionals and technicians to businesses so that they may carry out their tasks. Therefore, companies and their entrepreneurs should investigate reality (by applying a methodology) to obtain proposals and solutions that generate innovations and help them improve the production processes in which they are immersed.  Keywords: Innovation; university; productive sectors; spin-off
