ASEAN luego de la tercera reunión cumbre

In the midst of the largest security preparations imaginable on December 14 and 15, 1987, the third summit meeting of the heads of government of the Association of Southeast Asian Nations (ASEAN) was held in Manila. This paper will not primarily offer an analysis of the conference as such; it is rather an assessment of ASEAN in general, so the third summit meeting is nothing more and nothing less than an occasion for an interim balance. In the year of the Manila summit, the Association of Southeast Asian Nations turned twenty years old. What has been achieved, where do the problems lie, how will it continue in the future? And above all: does the organization have a clear and coherent conception of objectives as a basis?
