The Role of budgets in educational planning

This lecture on the role of budgets in educational planning is divided into two main parts. Firstly the author gives a general review of traditional budgeting methods, briefly covering topics such as: imperative or indicative planning, the conversion of plan targets into projects, the different ways of financing education (from public sources, and others), and finally the relations between the Ministries of Education, Planning and Finance. In the second part of the lecture, Mr. Hallak advocates the need for new approaches to budgeting and outlines the "planning-programming-budgeting" system being implemented in some developed countries at the time of publication (1969).
