The Washita River basin

Public awareness of the need for flood abatement and management was recognized in the early 1930's. In 1947 the Washita Valley Flood Prevention Council, consisting of 22 soil and water conservation districts - 3 in Texas and 19 in Oklahoma - was formed. Policies were adopted and implemented by this council to provide for participation of local people in planning, funding, and management of the total project. Voluntary contributions and funding by State governments financed much of the work. The different State and Federal agencies involved generated problems arising from the interpretations of the individual agencies as to their role and jurisdiction in total river basin management. Meeting environmental concerns and enhancing water quality is the primary concern of the association at this time
