The limits to the use of criteria and indicators for sustainable forest management
This paper notes the polarisation in the UNCED follow-up of intergovernmental initiatives aimed at developing criteria and indicators of sustainable forest management at national level. In an effort to chart a possible convergence or harmonisation process, the paper examines some aspects of the conceptual basis of criteria and indicators, and concludes that criteria and indicators have not yet been fully developed by the ongoing initiatives. It issues a warning against over optimism concerning their potential contribution to sustainable forest management but affirms the need for an international harmonisation process.
