The evaluation of IICA's action in Jamaica 1984-1988

This document presents the results of an evaluation of the organization and performance of the IICA Office in Jamaica for the period 1984-88. Table of the contents: 1) Adjustment of technical cooperation to national needs, 2) analysis of representation's capacity to adjust to circunstances, 3) analysis of outcome and impact of the technical cooperation programme, 4) analysis of relation with headquarters, 5) the image of and prospects for the jamaican representation, 6) conclusions, 7) recommendations, 8) the future of the office, and 9) relevance and utility of the IICA evaluation methodology for Jamaica. The principal conclusions: a) The objectives and programme structure outlined in the 1987-91 Medium Term Plan provide a balanced framework through which the technical cooperation needs of Jamaica can be addressed by IICA, b) The technical cooperation thrust of IICA Jamaica through Programme II would be appreciably enhanced with the introduction of marketing and livestock production components respectively, c) The continuation of specific activities in the field has had limited impact on comprehensive restructuring and strengthening of research and development as well as extension services within the Ministry of Agriculture, d) problems relating to procedures to confirm disbursement of funds by IDRC have delayed the actual availability of such funds, disrupting the execution of operations in the Cropping Systems Project, e) annual administrative and technical retreats are conducted mainly as interpersonal relations exercises with informative emphasis. They are not being used to a sufficient extend to perform such tasks as in-house evaluation of the support systems, discussion of annual project reports, and f) The overall efficiency of the administrative structure has been improving and can be considered satisfactory at the current level
