The Sierra Plan: an attempt to ecodevelop tropical hillsides

The paper explains that in order to recover the forest cover of the principal hydrographic basin of the Dominican Republic, the government proposed the Sierra Development Plan, whose objectives were the reestablish the vegetative cover; reduce erosion; and provide health services, education and road infraestructure.
