Policymaker have tried various tools to deal with the agricultural turmoil of the 1980's. Both the Agriculture and Food Act of 1981 and the Food Security Act of 1985 introduced innovative approaches to ensuring adequate supplies of food and fiber for both domestic and international consumption and adequate income for U.S. farmers. The debate that will be influenced bythe events and recent issues of the 1980's. This chapter explores some of those influences and discusses potential outcomes in agricultural policy
