Organization and management of agricultural support services for small farmers in Latin America and the Caribbean

FAO is conducting a series of consultations and discussions with multilateral and bilateral donors to organize joint activities which would enable the countries of the Region to reduce the public cost of agricultural and rural development and to improve support services for small farmers. FAO's experience in certain developing countries could serve as a guideline and model for the structural adjustments that may be needed in government institutions involved in agricultural and rural development. FAO conducted a number of case studies in the 1980's in Latin America and the Caribbean and organized a regional expert consultation to examine government institutional structures and how they have been able to assist small farmers. This technical document examines the status of the support services, draws conclusions and makes subsequent FAO recommendations.
