Cuando los gobiernos subestiman a las localidades: L a Iniciativa para la Integración de la Infraestructura Regional Suramericana (IIRSA) en la frontera Colombo-Venezolana

Este artículo presenta los resultados correspondientes a la frontera colombo-venezolana de la evaluación de Iniciativa de Integración Regional Suramericana (IIRSA) que el autor realizó para CLACSO. Fundamentalmente se evalúan los proyectos IIRSA acordados por los dos gobiernos centrales frente a los planes de desarrollo de los departamentos colombianos de Vichada, Norte de Santander y Guajira y de los estados venezolanos Apure, región Andes y Zulia. El objetivo final es determinar la relevancia del mejoramiento de la infraestructura de transporte para el desarrollo local de las referidas entidades que comparten la frontera binacional que atraviesa diversos dominios geográficos de relevancia continental Orinoquía, Cordillera Andina, Mar Caribe. Las unidades subnacionales analizadas presentan características naturales, sociales, económicas institucionales, singulares que deben ser prioritariamente atendidas para lograr su devenir, trascendiendo los lineamientos prevalentemente comerciales formulados atendiendo las prioridades de los gobiernos centrales, los que necesitan redefinir sus roles para adaptarse a la emergente dinámica glocal del siglo XXI.ABSTRACT  This article appears the results corresponding to the Colombian-Venezuelan frontier of the general evaluation of the Initiative of Regional Infrastructure Integration of South America (IIRSA in Spanish) that the author comes realizing. In this context there are evaluated the projects IIRSA agreed by both National Governments in relation to the development plans of Colombian Departments: Vichada, Norte de Santander and Guajira and Venezuelan States: Apure, Andes Region and Zulia. The final aim is to determine the relevancy of the improvement of transport infrastructure for the local development of these entities that share the international border that cross divers geographical domains relevant at the continent scale: Orinoquía, Andean Mountain and Caribbean See. The local analyzed units shows natural, social, economics and institutional singular characteristics necessary to consider to arrive at the appropriate development, but these are not included in the IIRSA guidelines –prevalent commercial- formulated in attention at the priorities of the national governments, who needs to re-define his roles in attention to the emergent glocal dynamics of the 21st century.
