As retenciónes móviles na economia e no agronegócio da Argentina
Taxation of exports and the promotion of maxi-devaluation of the national currecy aren’t new policies in Argentina, since there are reports of such actions taking place since the end of the 19th century and through the 20th century. Taxing exports on one side; and on the other devaluating the currency can neutralize, if not completely, in a major way the effects over the prices received by the farmers. However, since 2008, the Argentine Government built a new sliding-scale based taxation system – without a fixed percentage – moving in accordance with international prices. It also stipulated a kind of ceiling price, demanding massive increases in international prices to result in an increase in the prices received by the farmers, which caused major revolts and a strong debate surrounding the efficiency of this policy for its established purposes, such as: control of inflation, maintenance of food prices on a lower level for domestic consumption, promotion of social equity and protection and development of the local industry. This paper, through empiric observation, analyzes the socio-economic indicators best suited to rate the success of the policy in question and concludes that it didn’t achieve any improvement in the analyzed socio-economic indicators and managed to impact, in a negative way, the agricultural, industrial and suppliers of services for those areas in Argentina.
