Strategic management in public organizations of agricultural research: comparative analysis of strategic plans

This article deals with the strategic management in public organizations of agricultural research (PAROs). Its objective was to discuss the foresight and strategic planning of PAROs, considering the importance of behavioral specificities and routines in the strategic management of science, technology, and innovation (ST&I) organizations identified in the literature. We bring a brief review of the debate on the strategic ST&I management in which the use of foresight has been emphasized as relevant for the strategic planning, with relevant strategic choices for the engagement of stakeholders in PAROs. For this study, we analyzed strategic plans of PAROs of different countries, considering the following units: strategic analysis (purpose, values, environmental analysis); strategic choices; stakeholder engagement; and monitoring and evaluation. We identified the importance of the foresight and articulation with stakeholders, for better defining the delivery of public value in face of future challenges, as well as the importance of goals and indicators in the planning structure, aiming at greater visibility, focus, and transparency in the monitoring and evaluation of the strategic plan execution.
