Blair, Richard

Dr Richard Blair is the Coordinator-Regional Agenda for the Caribbean based at the IICA Delegation in Guyana. He holds a Ph.D. in Agricultural Economics from the University of Hohenheim in Germany and a Masters and Bachelors degree in economics from the Universidad Catolica Santo Domingo and the University of Guyana respectively. He holds as well a Master's Certificate (postgraduate) in Results-Based Monitoring and Evaluation and Information Systems from the Laval University, Quebec, Canada.-His recent publications include “The Actual and Potential Market for Cassava in Guyana” (AAACP-N.12); “Risk Management and Finance along the Cassava Value Chain in Guyana” (AAACP-N.13) and “An Assessment of Agricultural Risk and Diversification on Farming Families’ Living Standard under Fuzzy Conditions – A Case from Guyana” (Margraf Publishers, 2007). His area of interest is Regional Agricultural Policy and Results-Based Management and Monitoring and Evaluation of Regional Agricultural Policies and Programmes. He currently coordinates actions under the CARICOM-IICA Technical Cooperation Agreement and has more than 15 years of experience in the field of agriculture both Regionally (Caribbean) and locally, in agricultural banking (project appraisal), the private sector (market research and logistics), higher learning institution (lecturer) and in Regional/Hemispheric technical agency (Sustainable Rural Development and Regional Coordinator). Dr Richard Blair served as the Coordinator Caribbean Regional Agenda based at the CARICOM Secretariat during the period 2011 to 2016.
