Evaluation of GEF funded UNEP and UNDP projects that phased out ozone depleting substances in countries with economies in transition

This report presents the following: Terminal Evaluations of the GEF Ozone Portfolio for projects implemented by the United Nations Environment Programme (UNEP) and the United Nations Development Programme (UNDP) in Azerbaijan, Estonia, Kazakhstan, Latvia, Lithuania, Tajikistan, Turkmenistan and Uzbekistan; Mid?Term Evaluation of projects implemented in Armenia; Terminal Evaluation of the Regional Project “Total Sector Methyl Bromide Phase Out in Countries with Economies in Transition” for projects implemented by UNEP and UNDP in Bulgaria, Hungary, Latvia, Lithuania and Poland. is a terminal evaluation of a UNEP project implemented between 2010 and 2015. The main aim of the project was to support Major Groups and Stakeholders (MGS) participation within UNEP’s work at policy, programmatic and governance levels and to facilitate the engagement of MGS in international environmental decision-making processes. The evaluation was undertaken after the project’s completion to assess project performance (in terms of relevance, effectiveness and efficiency).
