Polychlorinated Biphenyls (PCB) Inventory Guidance

The Stockholm Convention on Persistent Organic Pollutants (POPs) 1 requires Parties to eliminate the use of polychlorinated biphenyls (PCB) in equipment by 2025 and to ensure the environmentally sound waste management of liquids containing PCB and equipment contaminated with PCB by 2028. Many Parties to the Convention have undertaken preliminary PCB inventories during the preparation of their National Implementation Plan (NIP). Those preliminary inventories are useful as they serve as a basis for future detailed inventories and provide baseline information allowing Parties to better understand the complex task of a complete PCB inventory. The ‘PCB Inventory Guidance’ is intended to serve as a guide on how to set up and/or update a comprehensive PCB inventory by following a step by step approach, focusing especially on awareness raising, stakeholder participation, sampling and testing, and PCB database development and information management,.
