Terminal Evaluation of the UN Environment/GEF Project: Scaling up the Sustainable Energy for All Building Efficiency Accelerator

This report is a terminal evaluation of the UN Environment/GEF project, “Scaling up the SEforAll Building Efficiency Accelerator” that was implemented between 2016 and 2017. The project's overall development goal was to support market transformation efforts around the world to demonstrate the power of public-private engagement to double the rate of energy efficiency improvements in buildings by 2030 and quantify the corresponding decrease in greenhouse gas emissions. The evaluation sought to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability.
