Goat Law: analysis of a public policy for rural development in Neuquén
Rural areas and agricultural policies have undergone several transformations in the last decades. It is against this background that the Goat Law was devised, which currently covers the whole Argentine national territory, but its origin in Patagonia. The current study analyzes the Goat Law, Law n° 26.141 in the province of Neuquén, from a quantitative-qualitative approach. We study the context of emergence considering its relationship with various models of rural development. We analyzed the main tools for its operationalization, the actors involved and the changes and continuities over time. The results suggest that there is a tension in the tool. The public policy managed to incorporate goat family farming as subjects of development; however, most funds were allocated to cover climate and environmental emergencies. There’s a suggested need to develop specific tools for emergencies while adopting a more comprehensive approach to addressing historical inequalities in rural areas.
