Governance of Protected Areas and its necessary incorporation into the bill that creates the Biodiversity Agency

Governance is a relatively modern concept, which is being strongly used in the environmental area, especially in the field of biodiversity conservation. Currently, several papers address the concept of environmental governance or the governance of the strategic natural resources such as water. In addition, the International Union for Conservation of Nature (IUCN) has elaborated several documents addressing the Governance of Protected Areas, proposing guidelines for the countries in order to adopt this concept in their legislations. This article points out to the need to anchor by law, the Governance of protected areas and its various models. This concept aiming to enforce the involvement of the original inhabitants and local communities, who lives surrounds protected areas, the local governments and the private sector, complementing functions and powers of public agencies with competence in the conservation management, particularly the Biodiversity and Protected Areas Agency, which its creation is being discussed in the Congress.
