Artculation between capability approach and epistemic proceduralism

The paper presents a preliminary approach in order to explore the relationship between the capability approach by Amartya Sen and epistemic proceduralism, regarding the measurement of poverty. The paper starts presenting the general features of the capability approach, and then analyzes the Sen's capability approach in connection with epistemic proceduralism. Difficulties are identified regarding the deliberative conception of democracy and the process of construction of lists and consensus for the design of instruments for the measurement of poverty. It was demonstrated that the greatest link between the capability approach and epistemic proceduralism is theoretical. Therefore, the challenge for those who study poverty and social needs  resides in the fact that the ideal of deliberative democracy can be applied to the definition of the needs or lists of capabilities.
