Skill development for self reliance: evaluation report

This is an evaluation report of the regional project Skill Development for Self Reliance (SDSR) in Eastern and Southern Africa, a project financed by SIDA (Sweden) and administered by ILO. The major objective of the project has been to offer programmes in existing nonformal training centers and various economic groups in rural areas which would facilitate employment in these areas, promote different types of community programmes and improve the quality of life of the population. In accordance with the concept of self reliance, the project focused on training which did not require a large amount of investments in buildings and equipment. Community surveys provided the basis for the identification of training needs and the production of learning materials. The evaluation report concludes that inspite of difficulties and shortcomings encountered in this modest project, SDSR constitutes a response to an important development need in the seven participating countries. Existing problems and issues can be solved and carry little weight against the necessity to execute programmes of this type and against the many good accomplishments achieved by the project thus far. It deals with the real issues in human resources development, i.e. relevant curricula, learning materials, teaching methods and staff training
