Certain trends suggest that INSET should be expanded and resources should be diverted from initial teacher training to INSET, particularly in view of the decline in compulsory education enrolment and consequent reductions in the number of new teachers. However, in many Western countries, there is a trend to cut overall educational expenditure. This study considers questions of efficiency and effectiveness in INSET, including questions of: how much such programmes cost, what resources can be mobilized to meet these costs, who should finance them, whether and how cost-effectiveness can be judged, and what organization is likely to produce the best results.
