Proposals for the development of in-service training for language teachers

Section 1 of this report, prepared for the Council of Europe, provides some background information on foreign language teaching in Turkey. Section 2 gives a brief history of the multilateral assistance programme - the preparation of new textbooks from 1969-1979 and the activities which resulted from the Ankara meeting in December 1979. In section 3, the author argues that the most critical problem at the present time is that half of the teaching force is 'underqualified' and he makes proposals for a remedial training scheme. Section 4 sets out the main features of the present pattern of in-service training for language teachers - opportunities for study visits abroad, summer seminars, local seminars, and the work of the inspectors. Finally, in section 5, the author presents reasons for and expanded provision of in-service training on a local basis and makes proposals for the creation of a force of advisory teachers to carry the main burden of this expansion
