Since 1970 Tanzania has carried out an extensive literacy programme, yet its effectiveness has been lost through inadequate post-literacy programmes to consolidate, utilize and develop further the abilities of neo-literates. The workshop defined three general objectives: 1) conceptualization of the needs for programmes and curricula in the post-literacy stages, 2) review of post-literacy curriculum and programme development in Tanzania and elsewhere and 3) projection of innovative approaches to post-literacy curricula and programmes within existing needs and possibilities for Tanzania in the 1980s. Papers were presented on post-literacy in the context of lifelong education, organization and delivery systems, curriculum development and programme evaluation. These highlighted the need for relevant and interrelated training and education, 'consumer' participation in planning and implementation of programmes integrating national goals and aspirations into a post-literacy programme. Education is considered as an important development tool to achieve 'self-reliance' and a learning society
