Introduction to the French law on continuous vocational training

Introduction to the educational legislation on recurrent education in France, enacted in 1971. An agreement reached in 1970 between employers and workers allowed every wage earner to increase his knowledge level according to his aspirations and job needs. It incited companies to realize these possibilities and enable trade unions to contribute to the development and operation of top quality training institutions. The law of 1971 in a way gave legality to this agreement thus enabling the state to participate in adult education programmes. The law embraces all education possible during the working life of the individual, giving him access to different levels of culture and to better employment opportunities, as well as the possibility to contribute to cultural, economic and social development. In its operation it envisages paid educational leave for everyone in the work-force in any kind of job. The financing of vocational training is made by funding a percentage, to be fixed yearly, of annual wages paid by large enterprises and by central government aid to smaller concerns. The allocation of funds is decided by the employer in consultation with an 'enterprise committee' which includes workers' representatives
