Permanent education and vocational training

The Liege Region in Belgium is experiencing increasing unemployment. This has made vocational training for adults very important - The National Employment Office either offers such training directly, or gives financial aid to industry to organize inplant programmes. The training objectives of these programmes are acquisition of a practical qualification. Instructional staff are specially recruited and trained, while teaching methods emphasize individualized instruction and include self instructional methods and continuous assessment, although remaining basically traditional and structured. The final section of the document offers a number of general principles for developing adult education and transforming it into lifelong education, including breaking away from the idea that learning and school are synonymous, recognizing life as a source of learning, setting up a legal and administrative framework, and making education available to all.
