IPPA youth projects: improving rural family life in Indonesia

Since 1974, the Indonesian Planned Parenthood Association (IPPA) has been engaged in various youth programmes which aim at imparting population education and an understanding of family planning issues to disadvantaged out of school youth - The experimental Tangerang Youth Project led to the subsequent development of the youth leaders project and the skill training project for girls. The approach taken in all projects was purely pedagogical not action-oriented or encouraging learning by doing. The projects were not concerned with the possibility that the youth might play an active role in the national or local family planning activities, or in other community development efforts. Objectives of the projects in terms of dissemination of knowledge and understanding of population issues appear to have been achieved. The projects did however not reach the target population of illiterate youths, but rather attracted middle-class, educated young men and women. Costs of the projects must be considered as high. In view of the limited means of IPPA to affect sizeable number of youths it is recommended that the Association seeks out existing youth organizations and engages collaboration with them to achieve large scale effects.
