Innovations in communication arts: implications for instructional supervision and educational management

This manual intended for school principals outlines teaching methods for language instruction in the Philippines where a policy of bilingual education has been adopted - English is the medium of instruction in science and mathematics, whereas Filipino is used in other subject areas in both primary schools and secondary schools. The manual outlines various practices in mother tongue instruction underlining the difference in methods to be used for modern language instruction. Three educational innovations are considered: the Communication Arts Programme which integrates the teaching of sound, vocabulary and grammar, the language elective courses in reading and writing and public speech, and the bilingual policy. The chapter devoted to individualized instruction defines learners' and teachers' role, provides indications for materials preparation and use, and analyses student evaluation. Implications of innovatory language programmes for teachers, teacher education, equipment and facilities are examined. Various constraints which might be encountered in the implementation of an innovation are considered.
