Recurrent education: policy and development in OECD member countries. Japan

The paper analyses the structure of lifelong education in Japan with particular reference to recurrent education and out of school education - Industrialization and urbanization have caused rapid changes in people's lives and created the need for developing recurrent education. Recurrent education is provided by government agencies at both national and local levels and independent organizations. Educational infrastructure for each period of life is described, including projects for early childhood education, for school age population, for adult education and for elderly people. Educational television programmes and correspondence courses provide further educational opportunities. Separate government agencies organize leisure activities. In defining educational aims, not only economic development, but also culture and human relations should be considered.
