Opportunities at sixteen: report of a study group

The growing concern about youth unemployment was at the origin of the appointment of this study group in Northern Ireland, UK whose terms of reference were to inquire into educational, vocational and social student needs and aspirations of school leavers, to consider the adequacy of present secondary education and to advise on ways of improving its educational quality and achieve a better school industry relationship - The creation of short-term youth opportunities is to be viewed with precaution as it might create psychological problems and frustration. Main efforts of job creation should concentrate on the adult population whereas for the 16-18 years old emphasis should be put on education and training. This can be done through the traditional 6th form programmes, other extended courses in schools and colleges of further education. career education should be the task of schools, but not job placement. A close college school cooperation is desirable. An important role could be played by youth services in strengthening the relation between industry, trade unions, commerce, social services and education. Secondary school teachers should have a better understanding of youth problems. The creation of an Educational Council is proposed as a forum for systematized discussion of educational aims, a source of advice, sponsor of research and development and mechanisms for coordinated planning.
