Opportunities at sixteen: report of a study group
The growing concern about youth unemployment was at the origin of the appointment of this study group in Northern Ireland, UK whose terms of reference were to inquire into educational, vocational and social student needs and aspirations of school leavers, to consider the adequacy of present secondary education and to advise on ways of improving its educational quality and achieve a better school industry relationship - Too many young people leave school without qualifications. The equalization of educational provision as a means of equal education is no panacea. Secondary education still has the tendency to prepare students for higher education and not for working life. Special schemes for relating school to industry should be established. Governing bodies should have more responsibility in curriculum development which would improve the relations with the outside world. Secondary school certificates should be reformed so as to serve also the purposes of employers. They should reflect other than only academic abilities. Counselling has an important function, especially for handicapped students. The neglect of some of the young people is not a school failure, but due to social problems, hence the necessity to improve the cooperation between schools and other youth welfare agencies. The early stage of secondary education should be devoted to a sound general education with the gradual introduction of prevocational education and work experience.
