Education for development: draft statement on educational reform

The compulsory work experience programmes at all stages of the new educational organization are the main theme of the proposed educational reform in Zambia - The traditional primary education, secondary education and higher education will be replaced by a 10-year compulsory basic stage, a 2-year second stage with vocational education programmes and a third stage for professional specialization. After completion of schooling and before entering the world of work all students will enlist in the Zambia National Service for military training, social services and guidance and placement. A Department of Continuing Education will be created to cater for those already engaged in the working life. This Department will organize literacy campaigns, provide continuation education and workers education. To achieve the goal of the reform, i.e. to extend educational opportunities to all, efforts will be also directed at the provision of special education. Preprimary education for children of 3 to 7 will be the responsibility of the communities. Schools and colleges will establish Production Unit Committees which will develop programmes for food production, creation of basic industries and use of local technology. Teacher education will be given a high priority. Curriculum development will be needed accompanied by the preparation of new materials. Student evaluation will be carried out through continuous assessment and terminal examinations.
