On the way to the learning society

This paper deals with lifelong education in a 'learning society' as described in the UNESCO report 'Learning to Be' - The author considers the role of education and culture in society. Here, changing attitudes are required: learning activities must be integrated with everyday life, lifelong education should be available to all, all places of communication should be regarded as educational institutions, less specialization is required, less educational planning and more openness to change are needed. The relationship between education and economic development is discussed, with reference to employment, work attitudes, and the state of 'non-work', i.e. unemployment or leisure. Certain dangers of lifelong learning are considered and the need for guidance without manipulation is stressed.
