Language and development: a retrospective survey of Ford Foundation language projects, 1952-1974

Account of agency role in foundation programmes involving private financial support of technical assistance in educational development related to mother tongue instruction, modern language instruction and learning - Report begins by discussing changes during the past decade in attitudes and language policy that have profoundly affected concepts about language role in development. Projects in the Philippines, Peru, Tunisia, Egypt, Jordan and the Caribbean are then described and their programme evaluation findings summarized, with special reference to institutional development, human resources development and language research. Conclusions stress the importance of comprehending the sociocultural patterns, with their political factors, from which language problems emerge, and the vital necessity to have trained local people collaborating with the external assistance agency.
