Non-formal education for national harmony and development: a project for the development of locally relevant adult education programs

In Thailand there is a shift from literacy to overall adult education programmes mainly in rural areas - This Project foresees the establishment of four regional adult education research and development centres which would be in charge of curriculum development and materials production, drawing from existing and mobilizing new resources, training of administrators and instructors, programme evaluation and research, and programme coordination. Administrative organization of these centres has been worked out. Continuing education centres should be created throughout the country in order to provide people with permanent learning resources. In villages, these could be developed from existing newspaper reading centres, community centres or primary schools. In urban areas, centres would be either newly established or activities of public libraries and secondary schools extended to this effect. Continuation education will be provided by correspondence courses supported by educational radio to reach youth and adults in isolated areas. The Division of Adult Education will have the responsibility for overall policies. Expenditures for construction and equipment of regional and urban centres require a loan from the World Bank, costs of staff training which will be carried out to a large extent within the country and for the limited number of experts could be met by technical assistance. Details of facility requirements are presented.
