Student loans in developing countries: an evaluation of the Colombian performance

This paper studies the student loans scheme implemented in Colombia, analyses its lending policies, evaluates its importance as source of educational finance of universities, describes the breakdown of loans, and assesses the influence of this form of aid on the demand for higher education and on the availability of skilled manpower - This scheme has three fundamental objectives: provision of an adequate supply of college students corresponding to manpower needs, improvement of equal education, creation of a source of financing universities. The student characteristics of borrowers (age, year of study, socioeconomic background) are studied on a random sample of 4000 students. Lending policies are selective: priority areas receive more loans. The scheme has helped to improve the efficiency of the educational system and to modify the structure of educated manpower, but it seems biased in favour of privileged groups.
