A Case study of the ATS-6 health, education and telecommunications projects
An assessment of the first series of educational experiments in using communications satellites made in three regions of the USA (including the Alaska project) during 1974 and 1975 - The report attempts to derive lessons from these experiences which might be helpful to planners in all countries. The synchronous satellite ATS-6 was used to provide educational television and educational radio programmes to three parts of the USA with difficult terrain. The instructional programmes varied to suit the educational and health education needs of the regions. The report provides information on the technological components and their limitations and draws conclusions about essential measures to take in programme design and management, ensuring field support and feedback, the importance of ensuring that the general communications system is geared to educational needs and not the reverse.
