The Cost of instructional radio and television for developing countriess

Assuming that the value of instructional television and educational radio has been established, this paper attempts to establish an improved research methodology for determining costs of educational media for developing countries - Educational planning is seen to involve not only obtaining costs but also cost effectiveness analysis and cost benefit analysis. Methodology developed is applied to television projects in Colombia, Pacific Islands USA, El Salvador, Mexico and Ivory Coast and to radio projects in Thailand, Mexico, and Indonesia and annualized costs obtained. General cost equations were also developed. Some conclusions reached were that television can cost from 1.5 to 15 USA cents per student per hour depending on number of students and radio from 0.35 to 3 or 4 cents, cost estimates respond to the social rate of discount and projects must last 15-20 years for costs to fall to a reasonable level.
