General Conference paper prepared with a view to facilitating the review of this major programme area by Programme Commission V during discussions on the Draft Medium-term Plan for 1990-1995 (25 C/4), intended to make the set of documents read more coherently, i.e. documents 25 C/4, its Annex II (Parts I and II), document 25 C/108 and the Director-General's proposals contained in Annex II, consists of the original text of 25 C/4, reproduced in normal printing characters, the deletions proposed by the Executive Board, reproduced in normal printing and crossed out characters, the additions or changes proposed by the Board, reproduced in bold type, and the proposals made by the Director-General in Annex II, reproduced, after each paragraph concerned, in bold type and indicated in the margin by a straight line
