Speech calling for international co-operation to support the Honduran people in their efforts to implement a National Plan for the Development of Adult Education, pursuant to 24 C/Resolution 2.9. Refers to the 1984 initial appeal UNESCO launched in this field, and to the target group of the new Plan (both young people and adults), setting out to improve their quality of life, promote productive work, and not least, prevent those who can already read and write from relapsing into illiteracy through lack of practice
