Speech briefly referring to international relations in the field of copyright, leading to the adoption of the Universal Copyright Convention by the Intergovernmental Copyright Conference convened by UNESCO in Geneva, September 1952, and to the purpose of the present Conference, which is to take a general look at the situation of education and information relating to copyright and at the methods, techniques and instruments for training in copyright, as part of international co-operation to promote both the creation and the circulation of works
