Address by Amadou-Mahtar M'Bow, Director-General of UNESCO, at the opening of the International Congress on Social Legislation concerning the Rights of the Blind and Visually Handicapped in Various European Countries; UNESCO House, 17 September 1987

Speech stressing the vital need for a vigorous information and education campaign to reshape public awareness and perception of the disabled and to enable them to cope more effectively with their handicaps, briefly refers to UNESCO's action through its special education programme to pursue the above goal, one of whose main objectives is to help disabled persons to overcome the obstacles that impede the full exercise of their right to education
