Speech emphasizing that water as a source of life is for all countries a vital factor in their economic and social development, stresses the need for formulation in each country of a water policy which will ensure the rational management of water resources with regard to both their quantity and their quality, based on the particular geographical, economic, social and cultural factors pertaining in each country, inevitably linked to the basic options underlying each country's development
