Executive Board paper reporting on the study carried out, in pursuance of 107 EX/Decision 4.4.1, on the legal, administrative and practical problems which might arise in connection with UNESCO's contribution to the implementation of the two International Covenants on Human Rights and of the Optional Protocol to the International Covenant on Civil and Political Rights, lists those States which have ratified each covenant and the Optional Protocol, includes relevant texts of the ECOSOC decision and resolution concerning the mechanisms established for the examination of questions related to these covenants and the General guidelines for reports by Member States, calls for a report on progress made in the enforcement of human rights that fall within the context of the Organization's activities
