General Conference paper presenting a proposal for a UNESCO-sponsored International Year for Science and Technology in 1980 as a follow-up of the UN Conference on Science and Technology for development to be held in 1979, considers the objectives of the year and proposes a number of activities to be carried out, stressing the importance for UNESCO and other international institutions to continue to facilitate the exchange of scientific and technical knowledge among countries and the development of endogenous capacity in science and technology
