Working paper discussing the impact of the economic depression on student movements and on universities in Europe and the USA - compares the enthusiasm for student participation in the university self-management during the sixties with the student attitudes of the seventies, only affected by youth unemployment and underemployment, stresses the fact that the democratization of education and access to education have not solved problems in the universities, recommends a more democratic progress and a social change which would lead to educational reforms providing life-long education to society as a whole
