Manpower and educational planning : some basic issues
In the whole field pf planning for economic growth no topic is more vital economically nor more explosive politically than the planning of future manpower requirements and of the steps required to meet them. Yet, as a branch of the theory of economic development, manpower and educational planning is the newest, most "underdeveloped". Its assumptions and methods are the least rigorously thought out; its answers are largely untested by experience. This paper, then, is an attempt to set manpower and educational planning more clearly in the general framework of development policy for economic growth.
