Role of household surveys in National Statistical systems : (Item 12 of the provisional agenda)

The role of household surveys in national statistical systems depends to a considerable extent on the manner these statistics are organized and on the level of development accomplished. The more centralized the statistics, the less difficult it will be to establish uniform concepts, definitions, reference periods, etc. Decentralization of data collection and data processing may have advantages in regard to certain aspects of administration and organization but methodological co-ordination and technical co-operation are more difficult to achieve than in a centralized system. A high extent of collaboration, and some kind of mechanism are then required. Also the connections among household surveys, other primary statistics and administrative records as they are explained in the different sections of this paper refer in most cases though implicitly to a certain statistical system. On the other hand nearly all topics of this Seminar are to and will make allowance for the role of household surveys in national statistical systems. It is for this reason that this paper deals merely with examples and partial, aspects. As far as mention is made of certain statistics, it will be possible to incorporate those into the general system "Possible courses of reporting"
