Proposals for the formulation and implementation of a programme for the industrial development decade for Africa

This paper attempts to do in Chapter I is to identify major industrial project ideas within the priority industrial subsectors: food, textile, building materials, energy, forest, metals, chemicals, engineering and small-scale. The project ideas were selected on the basis of one or a combination of the following priorities given in the Lagos Plan of Action; provision of inputs to other industry and economic activities, particularly agriculture<optimum utilization of domestic resources mainly for African use following the self-sustainment objective; substitution of essential imported inputs in which member States capacities to import are becoming increasingly difficult; exploitation of multiplier effect of basic industries. In Chapter II which comprises two sections, the implications of factor inputs are dealt with. The first section has to do with natural resource inputs, raw materials and energy, the basis for self-reliant, self-sustaining, integrated, interlinked and internalized development of industry. The second deals with other factor inputs necessary for the development, promotion and implementation of projects. These relate to capabilities and capacities in areas such as manpower, institutional framework and financing.
