An overview of multimodal transport development in Africa
This paper examines the trends and current situation of multi-modal transport development in Africa, and explores, using a wide range of examples from across the continent, the challenges to the development of this mode of transport in Africa. The paper shows that high transport costs and delays due to inadequate infrastructure network, numerous roadblocks, cumbersome customs procedures; coupled with insecurity, low utilization of e-commerce and the absence of a uniform international convention on multi-modal transport, hinder the development of this mode of transport in Africa. The paper concludes that effective maintenance, rehabilitation and expansion of road and rail networks; modernization of port facilities; implementation of transport facilitation measures; application and utilization of ICT; the ratification and accession to international treaties and conventions; and the establishment of indigenous multi-modal transport operators are prerequisites to the enhancement of multi-modal transport in Africa.
